Personal Support Worker and Home Care Jobs in Canada: What Foreign Workers Should Know

Canada needs PSWs and home support workers. The realistic routes in 2026, including caregiver pathways, provincial streams and LMIA limits.

Personal Support Worker and Home Care Jobs in Canada: What Foreign Workers Should Know

Canada’s ageing population means long-term care homes and home care agencies need personal support workers (PSWs) and home support workers. But the routes for foreign workers have changed several times recently, so you need accurate information.

Pay

PSWs and home support workers typically earn about CA$20–$28 an hour, depending on province and setting.

The main routes

  • Caregiver immigration pilots: Canada has run caregiver pilots that give permanent residence on arrival to eligible home care workers with a full-time job offer. Intake, eligibility and caps change, so check the IRCC caregivers page for the current status before relying on it.
  • Provincial Nominee Programs: some provinces include health care aides and PSWs in targeted draws.
  • Express Entry healthcare draws: candidates with experience in eligible healthcare occupations have been invited at lower scores.
  • LMIA work permits: possible, but many PSW roles fall under the low-wage stream, which faces caps and refusals in high-unemployment areas.

How Canadian employer sponsorship works: most employers hiring a foreign worker must first get a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC), proving they could not find a Canadian to do the job. The employer pays the $1,000 LMIA fee and may not recover it from you. From 1 April 2026, low-wage LMIAs still face a 10% workforce cap (up to 15% for some rural employers in participating provinces) and are refused in many cities with unemployment at or above 6%. Rules change often, so check Canada.ca.

Prepare your profile

  1. Get a recognised care qualification and keep detailed experience letters.
  2. Take IELTS General Training or CELPIP. Most caregiver routes set minimum language levels.
  3. Get an education credential assessment if a route requires one.

Scam warning: “caregiver visa” offers that ask for large up-front payments are common. Verify everything on Canada.ca.

The most recent home care worker pilots were designed that way, but intake caps and openings vary. Check IRCC for current status.

What language level is needed?

It depends on the pathway. Recent caregiver routes required around CLB 4 or higher.

Is a nanny job the same as a PSW job?

No. They are different occupations with different requirements and immigration routes.

Information checked in October 2026. Immigration rules change often, so always confirm the latest requirements on the official government website before applying or paying any fees.

Apply only through the employer's official website or a government job portal. Genuine employers never ask you to pay for a job offer, interview or visa sponsorship — if someone does, it is a scam.
